Nillumbik Shire Council Mayor 2011 14 December 2010. Dear Ministers, Councillors & media, In order to make a good choice for Mayor for 2011, I have been attempting to bridge the gap with some Nillumbik Shire Councillors (NSC). This follows an ongoing acrimonious CCP and VCAT process, against me because I want bushfire risk assessed. It appeared I had the deciding vote between the ‘Labor’ and ‘non Labor’ orientated Councillors. Although I would normally just favour the ‘non Labor’, the community’s safety against further bushfire deaths outweighs that bias. My efforts to talk constructively, about an incoming Mayor reassessing, the notorious MAV prepared Margaret Abbey testimony¹, were rebutted (re the Packham and Incoll Bushfire Reports at the Victorian Bushfires Royal Commission). Nobody at NSC has the bushfire expertise to overrule Packham, Incoll and the CFA combined. Despite that, the reports were shelved without due process. I believe the importance of these bushfire reports, is that they are the first steps, in the commissioning of a NSC funded, Very Intense Bushfire Risk Analysis Report (99% of damage occurs in 1% of bushfires, hence the words Very Intense). Although I believe I am bound by law to vote for a Mayor, by way of protest and an act of conscience, I have broken that law, by refusing to vote for a councillor, who will not right due process, and restore the CFA endorsed Packham, and independent Incoll bushfire reports to the prominence their content demands. Also, the incoming Mayor must commission a scientifically based Bushfire Risk Analysis Report, by a impeccably credentialed expert, in response to the Black Saturday Disaster. To do otherwise, I believe would risk further massive life and property loss in Nillumbik. The second point was that fuel load is an important part of determining fire risk but a blanket target maximum fuel load across the shire does not realistically address priority risks, available resources, private property land owners to comply or the regulatory frame work.” (page 14221 – 14222). I live in the Shire of Nillumbik where many lives were lost during that fire and am becoming increasingly worried by the actions of this council. They have just passed a motion to write to the planning minister to have the townships exempt from the 10/30 rule without acknowledging that some areas in our townships are in high fire danger areas.
